Read Avengers/JLA (its canon). In Marvel Universe, the speedforce doesn't exist. He had to wear a speed force battery (which ran out and Quicksilver beat him senseless). In DCU, Quicksilver can access speedforce (to the same extent as Flash is debatable and unproven). But in the DCU Flash would win, as I said.
